Ghana Government in Investment Chaos

So that there is no room for ambiguity, we want to repeat that we support this and previous governments’ strategy of using public – private partnerships (PPPs)as a principal means of delivering major development-related capital investments.

We think PPPs offer an elegant and powerful approach of leveraging the profit-seeking impulses of private actors for public benefit through increased financial support for the provision of public goods like roads, utilities, schools and hospitals.

Since the mid-90s when plans for outright privatisation of major development infrastructure were bungled through the overreaching zeal of immature technocrats, we have as a nation come round to the belief that even those areas once held to belong to the exclusive jurisdiction of governments can do with some private sector efficiency. Corruption not the Cause of High Costs of Trucking

For policy makers in West Africa, the key conclusion of this report is that the cost to deliver a container from Tema to Ouagadougou is about five times the cost to deliver the same container from Newark to Chicago, a route of roughly equal distance. This is despite the fact that trucker salaries in the USA are roughly 25 times higher. And the trip takes as much as four times longer.

In 2005, “everybody” knew that the high cost of transport and logistics in West Africa was due to official corruption at roadway checkpoints. The authors of this report have researched that question and, according to their findings, it seems “everybody” was wrong. Read the rest of this entry »

Rawlings too is Corrupt

The former Senior Minister Mr. John Henry Mensah has stated that former President Rawlings has no moral right to accuse the NPP government of corruption when he and the PNDC government did worse things. “If the former President is not corrupt, then how come a whooping sum of $7 million went missing under his supervision,” he asked. According to him, Mr. Rawlings owes Ghanaians an explanation as to how $7 million cash got missing from a total of $10 million, secured by the government of Ghana for the refurbishment of Tema Food Processing Factory.
